Bei den letzten beiden Ausschreibungen habe es nicht das Bewerberaufkommen gegeben, "das sich die Bundesregierung gewünscht hat", heißt es einer am Dienstag (3. März) veröffentlichten Antwort der Bundesregierung auf eine Anfrage der FDP-Fraktion. Der deutsche Anteil an EUPOL Afghanistan wuchs den Angaben zufolge von 24 Experten Ende Januar vergangenen Jahres auf 46 Ende August und lag am Jahresende bei 42.

Angesichts der geplanten Entsendung weiterer Soldaten nach Afghanistan hat Amnesty International eine verstärkte juristische Aufarbeitung der Fälle ziviler Opfer bei Kampfhandlungen gefordert. "Die USA und ihre Verbündeten müssen sicherstellen, dass ihre Truppen die Sicherheit der Afghanen erhöhen, statt sie immer größeren Risiken auszusetzen", fordert Verena Harpe von Amnesty International. Alle in Afghanistan eingesetzten Truppen müssten mehr tun, um zivile Opfer zu vermeiden. "Die de-facto-Straflosigkeit für die Tötung unbewaffneter Zivilisten muss ein Ende haben", so Harpe. Sie fordert koordinierte und transparente Mechanismen zur Aufklärung der Fälle und für Entschädigungen, damit die Opfer und ihre Angehörigen zu ihrem Recht kämen.

Der von den USA begonnene Krieg in Afghanistan hat im vergangenen Jahr mehr als 2000 Zivilisten das Leben gekostet, mehr als je zuvor seit dem Sturz der Taliban. Das teilte die UN-Mission in Afghanistan (Unama) am Dienstag (17. Februar) mit. Die Zahl der zivilen Opfer sei 2008 gegenüber 2007 um fast 40 Prozent auf 2118 gestiegen. 55 Prozent der getöteten Zivilisten seien von den Aufständischen getötet worden, 39 Prozent von afghanischen oder internationalen Truppen, insbesondere bei Luftangriffen. Die restlichen sechs Prozent der Toten seien keiner Seite eindeutig zuzuordnen gewesen; da sie beispielsweise im Kreuzfeuer umgekommen seien.

Die von den USA angeführten ausländischen Besatzungstruppen stoßen in Afghanistan einer aktuellen Umfrage zufolge auf wachsende Ablehnung und Hass. Die internationalen Truppen werden immer weniger als Verbündete im Kampf gegen einen gemeinsamen Feind und immer stärker als Teil der Misere wahrgenommen. Das ist das Ergebnis einer Studie im Auftrag der Fernsehsender WDR/ARD, ABC und BBC, die am Montag in Köln veröffentlicht wurde. Demnach drängt erstmals eine knappe Mehrheit der Afghanen (51 Prozent) auf einen schnellen Abzug der USA und der NATO. In manchen Provinzen hält mehr als die Hälfte der Bevölkerung Anschläge auf US- und NATO-Soldaten für gerechtfertigt. Auch Deutschlands Ansehen ist von 70 auf 61 Prozent zurückgegangen und liegt nur noch knapp über dem des Iran. Am deutlichsten ist der Sympathie-Einbruch der USA: von in der islamischen Welt beispiellosen 83 Prozent im November 2005 auf nur noch 47 Prozent.

Verteidigungspolitiker wiesen am Donnerstag (23. Januar) in Berlin darauf hin, dass ein solcher Befehl von Bundeswehrsoldaten nicht ausgeführt werden kann. Sie reagierten damit auf Medienberichte über eine entsprechende Weisung des US-Generals an das NATO-Hauptquartier in Brunssum unter Führung des deutschen Generals Egon Ramms und an das Hauptquartier der NATO-geführten Afghanistanschutztruppe ISAF in Kabul.
