Wie sogenannte Bescheid-Erklärer Hartz IV–Bezieher von Klagen abhalten sollen.

In Berlin wird derzeit in einem Pilotprojekt getestet, ob sogenannte Hartz IV Bescheid- Erklärer Erwerbslose von Klagen abhalten können. Damit will der Senat in Berlin erreichen, dass die vielen Widersprüche gegen die Hartz-IV Bescheide reduziert werden. (14.06.2010) Die Bundesagentur für Arbeit befürchtet eine neue Hartz IV- Klagewelle aufgrund der von einzelnen Krankenkassen geforderten Zusatzbeiträgen. Laut dem Magazin "Focus" habe der Chef der Bundesagentur für Arbeit (BA), Heinrich Alt, einen entsprechenden Hinweis an den Bundestagsausschuss für Arbeit und Soziales gesandt. Alt sehe keinen Anspruch für ALG II-Bezieher, das dieser Zusatzbeitrag von den Behörden übernommen werden ssoll. Dennoch sehe er, dass zahlreiche Kläger sich auf die sog. "Härtefallregelung" berufen könnten. "Hier sehe ich Widersprüche und Klageverfahren auf uns zukommen“, so Alt gegenüber dem Focus. Derzeit würden die Behörden versuchen zu ermitteln, wieviele Menschen von den Zusatzbeiträgen der Krankenkassen betroffen sind. Bundesagentur für Arbeit will Briefe durch Postmitarbeiter einscannen lassen. Das ab September in zwei Bundesländern eingeführte Verfahren dient der Umstellung auf "E-Akten"

„Die Bundesagentur für Arbeit will Briefe aus Sachsen-Anhalt und Thüringen ab September von Postmitarbeitern öffnen und einscannen lassen. Anschließend sollen die Inhalte an die Sachbearbeiter weitergeleitet und Bestandteil einer elektronischen Akte werden. Betroffen sind neben Arbeitslosen auch Kindergeldempfänger, deren Ansprüche ebenfalls über die Bundesagentur geregelt werden. (…) Das Pilotprojekt in den beiden Bundesländern ist datenschutzrechtlich unter anderem deshalb problematisch, weil das Scannen der Dokumente nicht von Beamten, sondern von Geringverdienern erledigt werden sollen. Aus diesem Grund besteht trotz einer formellen Schweigepflicht der Postmitarbeiter und einer Zertifizierung des Verfahrens durch das Bundesamt für Sicherheit in der Informationstechnik nicht nur ein erhebliches Risiko, dass persönliche Daten an die Öffentlichkeit oder in falsche Hände gelangen, sondern auch, dass für die Einhaltung von Fristen wichtige Post verschlampt, falsch zugeordnet oder aus Überlastung weggeworfen wird. Allerdings gibt es dieses Risiko seit der Teilprivatisierung der ehemaligen Behörde auch im traditionellen Beförderungsweg: Nach Recherchen des Korruptionsforschers Werner Rügemer verschwinden täglich 30.000 Briefe. Few people are willing so publicly to confess to tribal biases and detail how they struggle to overcome them, even though that’s a challenge which any person who evolves at some point must confront. That process — far more than the pretense of having always been bias-free — requires difficult self-examination, and its public discussion offers vitally needed lessons for everyone. Many people are unwilling ever to engage that process privately, let alone candidly describe it publicly. Those with the courage to do so, like Sherrod, should be heralded for that candor. Instead, she was slandered, falsely disparaged, and fired...

The Obama administration’s May 27 order to stop all deep-water exploratory drilling in U.S. waters of the Gulf of Mexico for six months, pending the report of a commission investigating the causes of BP’s Deepwater Horizon accident, is a case in point. Public and political reaction to the devastating oil release in the Gulf has revitalized a coalition of environmental and anti-energy lobbies that oppose not only deep-water drilling, but all offshore oil production and, in some cases, all use of fossil fuels. As usual, political opportunists have been quick to seize the moment...

It is very probable that BP and its associated firms will be found guilty of malpractice and assessed major fines and punishment. However, this hasn’t yet happened so it’s premature to punish BP at this point. Nor is it the role of the President of the U.S. to act as prosecutor, judge and jury in this case or any other. Where is due process in all of what he and Congress have been doing lately? Or has an anti-British or anti-business attitude wiped out the need for justice? Urging or imploring — even attempting to persuade — BP to set up the $20 billion fund could be a good idea but treating this as demanded by justice is utterly misguided. There should be no compromise of principle even in the heat of anger and the grips of outrage and sorrow. It is imperative to wait until the verdict is in...

Gulf Oil Spill ‘Could Go Years’ If Not Dealt With

The Obama Administration and senior BP officials are frantically working not to stop the world’s worst oil disaster, but to hide the true extent of the actual ecological catastrophe. Senior researchers tell us that the BP drilling hit one of the oil migration channels and that the leakage could continue for years unless decisive steps are undertaken, something that seems far from the present strategy. There is a deafening silence from the very environmental organizations which ought to be at the barricades demanding that BP, the US Government and others act decisively. Environmental non-profit groups that have accepted donations from or joined in projects with BP include Nature Conservancy, Conservation International, Environmental Defense Fund, Sierra Club and Audubon. That could explain why the political outcry to date for decisive action in the Gulf has been so muted. Of course those organizations are not going to be the ones to solve this catastrophe. The central point at this point is who is prepared to put the urgently demanded federal and international scientific resources into solving this crisis. Further actions of the likes of that from the Obama White House to date or from BP can only lead to the conclusion that some very powerful people want this debacle to continue. The next weeks will be critical to that assessment.

As bigwig bankers and their lobbyist brethren fight to defeat tough new rules on derivatives — the crazy casino that brought down AIG — all their sloganeers can come up with is the trite wail that serious rules will send this risky business overseas. It’d be funny if members of Congress weren’t taking it seriously. ‘Oh no; the business will go overseas!’ is the last-ditch, we’re-about-to-lose-this-one cry of despair for corporate executives in every industry. Crack down on a profitable abuse in the United States, and the entire business will move to London or Mumbai, sending jobs and tax revenue abroad — or so the argument goes. You only hear this line when CEOs know they have no case, and have to divert attention away from the real substance of the policy debate...

Barack Obama did not set out as president to reform Wall Street in fundamental ways but to restore it. Judging by the largest banks’ booming stock prices and executive bonuses, he appears to have succeeded. The leading bankers expressed relief when they saw the reform package Congress cobbled together on June 25. Wall Street, loathed by citizens everywhere, dodged the bullet in Washington. Congress followed Obama’s path and rejected the sterner measures that promised to actually change things. As with healthcare reform, the White House, joined by the Treasury and the Federal Reserve, spent much of its energy opposing more aggressive ideas or bargaining small-bore compromises. The president kept a low profile, saving himself for the victory celebration...
