US Poverty Rate Expected to Post a Record Increase

Should those estimates hold true, some 45 million people in this country, or more than 1 in 7, were poor last year. It would be the highest single-year increase since the government began calculating poverty figures in 1959. The previous high was in 1980 when the rate jumped 1.3 percentage points to 13 percent during the energy crisis.

In simplistic, Lexus-and-Olive-Tree terms, the neoliberal economic argument goes like this: Tariff-free trade policies are great because they increase commerce, and we can mitigate those policies’ negative effects on the blue-collar job market by upgrading our education system to cultivate more science, technology, engineering and math (STEM) specialists for the white-collar sector. Known as the bipartisan Washington Consensus, this deceptive theory projects the illusion of logic. After all, if the domestic economy’s future is in STEM-driven innovation, then it stands to reason that trade policies shedding ‘low-tech’ work and education policies promoting high-tech skills could guarantee success. Of course, 30 years into the neoliberal experiment, the Great Recession is exposing the flaws of the Washington Consensus. But rather than admit any mistakes, neoliberals now defend themselves with yet more bait-and-switch sophistry — this time in the form of the Great Education Myth...

Geplantes Beschäftigtendatenschutzgesetz verstößt gegen EU-Recht

„In der letzten Woche hat das Bundeskabinett einen Gesetzesentwurf zum Beschäftigtendatenschutz beschlossen. Demzufolge sollen sich Beschäftigte zukünftig erst dann an die Datenschutzbehörden wenden dürfen, wenn Sie zuvor eine Beschwerde bei ihrem Arbeitgeber erhoben haben. Nach Meinung des Whistleblower-Netzwerk e.V. verstößt die geplante Regelung gegen europäisches Datenschutzrecht. Guido Strack, Vorsitzender des Netzwerks und früher selbst Jurist in Diensten der EU-Kommission führt hierzu aus: “Nach Artikel 28 Absatz 4 der EU-Datenschutzrichtlinie 95/46 steht jedermann, das Recht zu, sich bei Verdacht auf Verstöße gegen Datenschutzbestimmungen direkt an unabhängige Kontrollbehörden zu wenden. Das EU-Recht sieht hier keinerlei Einschränkungen vor. Es will so ein möglichst hohes Schutz- und Kontrollniveau sicherstellen. Dies hat der Europäische Gerichtshof erst vor kurzem betont, als Deutschland hinsichtlich fehlender Unabhängigkeit der Landesdatenschutzbeauftragen wegen einer Vertragsverletzung verurteilt wurde. Demgegenüber sieht § 32l Absatz 4 des Entwurfs der Bundesregierung zum Beschäftigtendatenschutz vor, dass ein betroffener Beschäftigter zunächst immer eine Beschwerde bei seinem Arbeitgeber einreichen muss. Angesichts der erschreckend hohen Zustimmung, die Thilo Sarrazin mit seinen rassistischen Thesen erzielen konnte, ist es mir heute besonders wichtig, meine Solidarität mit den türkisch- und arabischstämmigen Menschen auszudrücken und deutlich zu machen, wie sehr ich die Vielfalt der Kulturen in unserem Land als Bereicherung erlebe. Vielfach wird betont, dass die Bildung der Schlüssel zur Lösung der Integrationsprobleme ist. Das meine ich auch – denn offenbar sind bei vielen Menschen deutscher Herkunft die Grundwerte humanistischer Bildung nicht sehr tief verankert: Respekt vor allen Menschen, gleich welcher Herkunft, Religion oder Hautfarbe sowie Offenheit und vorurteilsfreie Neugierde gegenüber dem zunächst Fremden. Leider ist im Integrationsprogramm der Bundesregierung vom Problem einer offenbar leider latent vorhandenen Fremdenfeindlichkeit in der deutschen Mehrheitsgesellschaft an keiner Stelle die Rede. Aber auch dies ist ein Punkt, über den offen gesprochen werden muss – ganz ohne Tabus.

Gleicher Lohn für Leiharbeit

„Ein Gesetzentwurf des Arbeitsministeriums sieht die Gleichstellung von Zeitarbeitsbeschäftigten mit Stammkräften vor. Damit wären Vorgaben der Europäischen Union in nationales Recht umgesetzt. Berliner Caritas: Sozialarbeit ist “Zeitarbeit“

„Bislang verstanden sich Caritasverband und katholische Kirche als „Dienstgeber“ mit hohem Anspruch: Von den MitarbeiterInnen wird eine Lebensführung erwartet, die dem Selbstbild der katholischen Kirche entspricht. Auch ist es den „Dienstnehmern“ untersagt, einen Betriebsrat zu gründen, es gibt keine mit den Gewerkschaften verhandelten Tarifverträge und keinen Arbeitskampf. Teile des Arbeitsrechtes gelten nicht. Möglich wird dies durch den Charakter als Tendenzbetrieb und das kirchliche Selbstbestimmungsrecht. Andererseits aber bemühte man sich um eine Vergütungsstruktur, die mit den Mitarbeitervertretungen ausgehandelt wurde und die höhere oder doch mindestens ähnliche Gehälter wie im öffentlichen Dienst vorsieht. Doch mit diesem von den Kirchen als „dritter Weg“ beschriebenen Verfahren scheint es jetzt vorbei zu sein. Denn in den Diözesen Berlin, Fulda und Potsdam wird „geschleckert“: In Berlin erfolgen seit 2007 Neueinstellungen von Sozialarbeiter/innen fast nur über eine der Caritas gehörende „pro cura Service GmbH“ (nur noch neu einzustellenden Leitungskräften wird der kirchliche AVR angeboten).Die betroffenen 84 SozialarbeiterInnen erhalten wesentlich niedrigere Gehälter und haben nur einen minimalen Kündigungsschutz. Die „pro Cura“ „leiht“ diese KollegInnen dann im Rahmen der „Arbeitnehmerüberlassung“ an die Dienststellen der Berliner Caritas aus. Besonders pikant: Bis Juni orientierte sich die Caritas-eigene GmbH an einen mit den sogenannten christlichen Gewerkschaften ausgehandelten Tarifvertrag („Bolero“) für Zeitarbeit mit besonders niedrigen Tarifsätzen. Im Juli wurde dann auf den „BZA-Tarif“ umgestellt, der zwischen DGB und Zeitarbeitsgewerbe ausgehandelt wurde und eine geringfügig bessere Bezahlung vorsieht. Politik hat nichts gelernt: Das Umverteilen von unten nach oben geht weiter

„Die deutsche Regierung hatte relativ schnell ihre ablehnende Haltung gegen jede Art von staatlichen Konjunkturprogrammen über Bord geworfen, die Wirtschaft mit zwei milliardenschweren Konjunkturpaketen vor einem weiteren Absturz bewahrt und damit gleichzeitig auch den Anstieg der Arbeitslosigkeit gebremst. Doch diese Politik wurde eher als Betriebsunfall denn als Paradigmenwechsel gesehen. Schnell wurde klar, dass die Regierung wieder zu einem neoliberalen Kurs der Entstaatlichung wechseln würde. Zunächst wurde allgemein erwartet, dass nach der Landtagswahl in Nordrhein-Westfalen der Kurswechsel erfolgen würde. Im Schatten der Fußballweltmeisterschaft wurde schließlich ein großes Kürzungspaket zu Lasten vor allem der Arbeitslosen beschlossen. Dabei wird es nicht bleiben. Die Logik der Konsolidierungspolitik wird weitere Einschnitte erforderlich machen. Die Arbeitsgruppe Alternative Wirtschaftspolitik lehnt diesen Rückfall in alte Politikmuster entschieden ab. Eine solche Politik ist unsozial und ökonomisch kontraproduktiv. Anyone can understand that, say, a store at the mall will not hire additional employees unless its sales increase enough to justify the additional expense. Hence, would-be employees will remain unemployed; they will purchase fewer consumption goods than they would have purchased if they had jobs; and therefore the stores will not hire more workers; and so forth. The circle of a theory of income and employment seems to be closed, and thus an explanation provided for the lingering recession: consumers are not spending enough. One does not need a Ph.D. in economics, however, to discover that something must be wrong with this way of thinking about prosperity and recession...
