The story of countries that are poor because they are rich is an old one: The Congo has been a scandalous example since the time of its private ownership by the Belgian royal family in the 19th century, and to the list of nations subject to depredation by resource exploitation one could also add Haiti, Angola, India, and (to be fair) China. Afghanistan has no infrastructure or professional civil service, no tradition of extractive industry, and no mechanism for sharing resources among its wildly discrepant provinces and regions. A Klondike beyond the Khyber could be the last thing it needs. Still. This is at least a trillion-dollar national-resource treasure in a country that so far has had a GDP with scarcely any pulse. The governments of NATO — which include countries with vast experience in mining, from Germany to Canada and from Britain to the United States — have had almost no real work to do on the economic front except to distribute aid, itself often a cause of resentment, and waste time trying to “interdict” Afghanistan’s only other existing resource, which is opium. Is it conceivable that such an alliance of earth-moving and digging powers could not at last find something genuinely constructive to do in a country where they already have a U.N. mandate for rebuilding and reconstruction?

When Barack Obama took office, the atmospherics did seem to change as the new president promised to withdraw forces from Iraq and actually talk to unfriendly nations, such as Iran and North Korea. The only problem is that the new boss is largely the same as the old boss in the war on terror. To give some credit where it is due, the recently released Obama National Security Strategy has laudably narrowed the broad war to attacking al-Qaeda and associated groups around the world. But Obama has also made that war more aggressive and more secretive (sort of)...

Though our current economic troubles are complex, many mainstream economists have endorsed the simplistic Keynesian theory that massive government spending will produce jobs and prosperity. From such Keynesian thinking have flowed the ’stimulus’ and bailout measures that have increased the size and power of government and added trillions of dollars to the public debt. The federal deficit has jumped from about 3 percent of gross domestic product (GDP) in fiscal 2008 to about 10 percent of GDP in fiscal 2009 and 2010. The government now forecasts deficits in the neighborhood of $1 trillion per year for the next decade. Politicians, who are always looking for plausible rationales for their insatiable spending, borrowing, and power-grabbing, had never abandoned Keynesianism, so they have been elated to find economic ‘experts’ again confirming their self-interested inclinations. Indeed, several prominent economists, such as New York Times columnist Paul Krugman, are urging Washington to spend even more, lest the economy slow. But what does history show?

However, so far the Obama-ites are going the Bush route of submitting ‘emergency’ supplementals to our misnamed ‘defense’ budget in order to cover the costs of the campaigns in Iraq and Afghanistan. This time around the ‘emergency’ funding comes to $159 billion: H.R. 5353 would eliminate that entirely and make our solons fund their war out of the remaining $549 billion earmarked for the Department of Defense. Simple, clean, and clearly illustrating how our elected representatives fool us — and themselves — into believing the costs of their wars are less than they really are, the four-page bill already has bipartisan support...

Das Bundesarbeitsgericht (BAG) hat am in Erfurt die Kündigung der als „Emmely“ bekanntgewordenen 52-jährigen Berliner Kassiererin Barbara E. aufgehoben. Aus dem Text: „…Bei der Beurteilung einer fristlosen Kündigung kommt es auf die Abwägung der Interessen an. In einer Waagschale liegt ein
30jähriges Arbeitsverhältnis, in der anderen Waagschale ein Pfandbon, eine Bulette oder im Extremfall das Aufladen eines Handys auf Firmenkosten. Da hätte der Richter wohl ein sehr schlechtes Gewissen, wenn er sagen würde, die Kündigung sei wirksam. Deshalb wird das Leichtgewicht der Bulette oder des Pfandbons aus der Waagschale genommen und der moralisch hoch aufgeladene Begriff des Vertrauens hineingelegt. Ich glaube, daß man mitunter leichtfertig mit diesem Begriff umgeht. (…) Im Fall einer Verdachtskündigung ist es natürlich besonders heikel, wenn es um solche kleinen Beträge geht. Dadurch kommt es zu einer Potenzierung der Unangemessenheit. Außerdem häufen sich die Fälle, in denen Frauen im Einzelhandel betroffen sind, die nur Standardaufgaben wahrzunehmen haben, vielleicht schon etwas älter sind und es wagen, einen Betriebsrat zu initiieren. Da kommen Arbeitgeber mitunter auf die Idee, solche Kleinbetragsfälle zu mißbrauchen, um eine fristlose Kündigung auszusprechen. Dieses Vorgehen ist obszön – und diesen Aspekt muß ein Arbeitsrichter berücksichtigen, indem er die Motivationslage des Arbeitgebers ausleuchtet…“

These silos of inquiry, while essential, sidestep the deeper problem: Deep sea drilling is inherently risky, and continued use of fossil fuels means increasing reliance on tenuous technologies and dangerous energy sources. One factor ramping up the risk lies in frigid sediments that have rested for eons 1,000 feet or more below sea and tundra. At that depth, hydrate gas (usually methane) is a stable solid, compressed into molecular cages of ice. But if destabilized by a drop in pressure or a rise in temperature, the gas-water compound can quickly expand 164 times in volume. If ignited, even ice-bound hydrates burn...

Ver.di-Chef Bsirske sprach davon, dass die Regierung für ihre Politik der sozialen Schieflage Protest ernten wird. Er will den Widerstand gegen die unsoziale und konjunkturschädliche Rotstiftpolitik von Schwarz-Gelb, gegen die Entsolidarisierung der Sozialsysteme und gegen die einseitige Lobbypolitik in die Fläche, in Betriebe und die Verwaltungen tragen. Auf die Strasse tragen will er ihn offensichtlich nicht. Auch der baden-württembergische DGB-Vorsitzende Nikolaus Landgraf bleibt in diesem Kontext: „Wir fordern endlich Leitplanken für die Finanzbranche, die Wiedereinführung der Vermögenssteuer, eine höhere Besteuerung großer Erbschaften, eine Finanztransaktionssteuer und einen höheren Spitzensteuersatz. Juni in Stuttgart und Berlin waren ein guter Anfang. Aber wenn die Gewerkschaften schon von Anfang an dazu aufgerufen und mobilisiert hätten, dann wären hunderttausende auf den Straßen möglich gewesen. Der Bundestag berät im September zum ersten Mal über das Sparpaket. Eine bundesweite Großdemonstration im September wäre der nächste notwendige Schritt im Aufbau von Widerstand. Die europäische Krankheit stoppen, falsche Therapie abbrechen!

Die Vorsitzende der Partei DIE LINKE, Gesine Lötzsch, erklärt zur Herabstufung von Griechenland-Anleihen auf Ramschstatuts durch die Rating-Agentur Moody's:

Die Herabstufung der Griechenland-Anleihen ist die Reaktion auf das ökonomisch unsinnige Sparpaket, das Bundeskanzlerin Merkel den Griechen aufgezwungen hat. Es muss entschärft werden, damit die griechische Bevölkerung wieder Luft zum Atmen bekommt. Für die Griechen ist es unmöglich, die Schulden ohne Wachstum abzubauen. Das hat die LINKE schon vor der Rating-Agentur Moody's erkannt. Das Sparpaket verhindert jedes Wachstum. In Griechenland muss die Binnenkonjunktur gestärkt werden. Das heißt, keine weiteren Lohnsenkungen, sondern gerechte Besteuerung der Reichen, zivile Investitionen, Abbau des Militärhaushaltes, um nur die wichtigsten Maßnahmen zu nennen. Diese Medizin würde auch Deutschland und den anderen europäischen Länder auf die Beine helfen.

Atom-Gesetz muss in den Bundesrat

Nach Berichten über eine Vorentscheidung im Regierungslager über die Nichtzuleitung des Atom-Gesetzes an den Bundesrat wirft der Vorsitzende der LINKEN, Klaus Ernst, der Bundesregierung einen "Putsch" vor. Ein solches Vorgehen sei mit dem demokratischen Konsens nicht vereinbar. Ernst erklärt:

Das ist ein offener Bruch der Verfassung mit dem Ziel, ein Gesetz durchzubringen, das von der Mehrheit der Bevölkerung abgelehnt wird, und für das es keine Mehrheit im Bundesrat gibt. So etwas wird zu Recht ein Putsch genannt. Das Atom-Gesetz muss in den Bundesrat. Das sagen unabhängige Experten. Mit Gefälligkeits-Gutachten soll aber hier ein Verfassungsbruch legitimiert werden. Es ist mit dem demokratischen Konsens nicht vereinbar, die Regeln der Verfassung nach eigener Lust und Laune auszulegen. Minister Röttgen muss noch in dieser Woche zu diesem Skandal Stellung nehmen und öffentlich erklären, ob es zutrifft, dass er den Bundesrat umgehen will. Wer die Verfassung sehenden Auges bricht, muss vom Verfassungsschutz beobachtet werden. Die Bundesregierung erfüllt ab sofort dieses Kriterium.

With eighteen Democratic senators voting for Russ Feingold’s legislative call for withdrawal from Afghanistan, is a long and bloody end to the Afghanistan quagmire in sight? Feingold says he was ‘encouraged’ by the May 27 vote in spite of its rejection, particularly because of support from most of the Senate’s Democratic leadership: senators Richard Durbin, Charles Schumer and Patty Murray. Feingold noted that his amendment was only the first Senate attempt to vote on withdrawal in the decade-long war. Only thirteen senators voted for his first attempt to require a similar timetable for Iraq, ‘and today, a timetable is exactly what is in place in Iraq.’ After that first vote in 2007, the combined Senate support for either Feingold’s deadline or softer legislation by Senator Carl Levin calling for gradual withdrawal to begin, rose to majority support in 2008, under the pressure of the antiwar movement and presidential primary politics.”

Bush left office having presided over one of the largest expansions of federal spending in history. President Barack Obama appears intent on pulling off the amazing feat of making Bush look like a relative tightwad. And Congress has become so addicted to spending that the new Capitol Visitor Center — itself a $600 million fiscal boondoggle — might need to be converted into a giant methadone clinic. „Ende April verständigte sich die griechische Regierung mit dem IWF und der EU-Kommission auf ein 110 Mrd. Euro schweres Kreditpaket. Dadurch wurde die Refinanzierung fälliger Schulden gesichert, die am Kapitalmarkt nur noch zu prohibitiven Zinssätzen möglich gewesen wäre. Gleichzeitig verpflichtete sich die Regierung in Athen zu einem drakonischen Sparprogramm, dessen Einhaltung von IWF und EU-Kommission gemeinsam überwacht wird. Vorausgegangen waren wochenlange Medien- und Börsenspekulationen über eskalierende Staatsverschuldung, Zahlungsunfähigkeit und Staatsbankrott. Aushungerung des Sozialstaates – „Sparen“ als neoliberale Ideologie

Einkommen: DIW-Studie Große Panik in der Mittelschicht

Lohndumping: Das Leben einer Hotel-Hungerlöhnerin

Eigentlich fallen Zimmermädchen unter die Kategorie Mindestlohn. Doch viele Hotels sind äußerst kreativ, um die Reinigungskräfte mit weniger abzuspeisen - auf Kosten der Steuerzahler. Aus dem Text: „..."Ich arbeite oft 40, manchmal 50 Stunden die Woche", sagt sie. "Aber am Monatsende stehen da immer um die 600 Euro auf der Abrechnung. Ich verstehe das nicht." Es ist auch nicht zu verstehen, dass Petra R. für Stundenlöhne von teilweise 3 Euro arbeitet. Es ist auch nicht zu verstehen, weil der gesetzliche Mindestlohn für Gebäudereiniger - dazu zählen auch Zimmermädchen - 8,40 Euro beträgt. Das alles ist nur zu verstehen, wenn man in ihren Arbeitsvertrag schaut. Und dort steht, Mindestlohn hin, Mindestlohn her: "Die Vergütung richtet sich nach der Anzahl der bearbeiteten Hotelzimmer." Und die sieht so aus: 50 Cent für die Reinigung eines Zimmers, in dem der Gast noch weitere Nächte bleibt.
75 Cent für das Bad dieses Zimmers. 3,50 Euro für ein großes Zimmer, wenn Gäste abreisen und die Betten frisch bezogen werden müssen, 2,80 Euro für ein kleines. Um aber auf den gesetzlichen Mindestlohn zu kommen, müsste Petra R. pro Stunde in mehr als sechs Zimmern die Betten machen und die Bäder putzen. Ein Ding der Unmöglichkeit, wie jeder weiß, der seine Wohnung selbst in Ordnung hält. (...) Das Problem der IG Bau: Die Beschäftigten klagen nicht. Ohne Klage aber ist den Firmen schwer beizukommen. "Je prekärer die Beschäftigung, desto seltener melden sich die Beschäftigten. Sie brauchen das Geld - und sind somit erpressbar", sagt IG Bau Vorstandsmitglied Frank Wynands...“

Daran ändern auch die Versuche nichts, per Tarifvertrag oder Gesetz der Umgehung des Arbeitnehmerüberlassungsgesetzes einen Riegel vorzuschieben. Beim näheren Hinsehen erweisen sich alle Paragrafen als zahnlose Tiger. (…) Gestoppt werden durch die Tarifverträge allenfalls die extremen Varianten des Personaltricks: der sogenannte Drehtüreffekt, bei dem Mitarbeiter auf direktem Wege zu firmeneigenen Billigablegern verschoben und zurückgeliehen werden. Wer jedoch nicht einzelne Beschäftigte, sondern systematisch und im großen Stil frei werdende Stellen zu Zeitarbeitstöchtern verschiebt und dafür neue Leute einstellt, dem lassen die Tarifklauseln weiter freie Hand. An derselben Hürde scheitert auch der Gesetzentwurf, den das Bundesarbeitsministerium am vergangenen Dienstag vorlegte und der die „Einführung einer Drehtür-Regelung“ in Paragraf 3 des Arbeitnehmerüberlassungsgesetzes (AÜG) vorsieht…

Deutschland braucht mehr Finanzkontrolleure statt mehr Sozialschnüffler

Zur Bilanz der Bundesregierung zur Einhaltung von gesetzlichen Mindestlöhnen erklärt die stellvertretende Vorsitzende der Partei DIE LINKE, Katja Kipping:

Die Bilanz ist ernüchternd: Im Jahre 2009 hat die Finanzkontrolle Schwarzarbeit des Zolls (FKS) rund 1500 Mal Bußgelder gegen Firmen verhängt, die den gesetzlich vorgeschriebenen Mindestlöhnen unterliefen. Die Realität dürfte weitaus schlimmer sein, denn nur 6400 Beamte sind bundesweit dafür gegenwärtig zuständig. Den Zustand permanenten Personalmangels beklagt auch die Deutsche Zoll- und Finanzgewerkschaft. Es geht hier nicht um Kavaliersdelikte! Mit dem Unterlaufen der Mindestlöhne werden hart arbeitende Menschen um ihren verdienten Lohn gebracht, die Einnahmen der Sozialversicherungssysteme geschmälert und die Binnenkonjunktur behindert. Ich fordere die Bundesregierung auf, statt öffentlich bedienstete Sozialschnüffler in Wohngemeinschaften zu schicken, um festzustellen, ob Herrensocken und Damenunterwäsche am richtigen Platz liegen, für eine ausreichende personelle Ausstattung der FKS zu sorgen. Die postulierte Forderung von CDU und FDP, dass Leistung sich lohnen müsse, verkommt ansonsten restlos zur hohlen Phrase!

His blade pulled up gunk. ‘Sure enough, it was tar from the Ixtoc spill,’ Tunnell said. Twenty-three years earlier, in 1979, an oil well named Ixtoc I had a blowout in 150 feet of water in the southern Gulf of Mexico. The Mexican national oil company Pemex tried to kill the well with drilling mud, and then with steel and lead balls dropped into the well bore. It tried to contain the oil with a cap nicknamed the Sombrero. Finally, after 290 days, a relief well plugged the hole with cement and the spill came to an end — but only after polluting the Gulf with 138 million gallons of crude...

I had been covering veterans’ issues for several years and thought I’d developed a thick skin. But the pain on the other end of the telephone line was difficult to stomach. Sergeant Chuck Luther, now back from Iraq, was describing his journey to hell and back. The worst part, he said, wasn’t battling insurgents or even the mortar blast that tossed him to the ground and slammed his head against the concrete — it was the way he was treated by the U.S. Army when he went to the aid station and sought medical help. In gruesome detail, Luther described what happened to him at Camp Taji’s aid station. He thought he would receive medical care. Instead he was confined to an isolation chamber and held there for over a month, under enforced sleep deprivation, until he agreed to sign papers saying that he was ill before coming to Iraq and thus not eligible for disability and medical benefits...
