Atlas der Sozialkürzungen der Bundesregierung 2011-2014

„Unter unseren Verhältnissen …“ so lautete der Titel des ersten Armutsatlasses für Regionen in Deutschland. Vor über einem Jahr hat ihn der PARITÄTISCHE veröffentlicht. Unter unseren Verhältnissen heißt: Die Mehrzahl der deutschen Bevölkerung lebt unter dem Lebensstandard, den das Wirtschaftswachstum in der Vergangenheit ermöglicht hätte. Die Bundesregierungen haben es einfach hingenommen: stagnierende Realeinkommen der Beschäftigten wie auch bei Rentnern und Beziehern von Transfereinkommen. In dieser Situation und nach einer Krise, die hoffentlich bald ganz ausgestanden ist, soll der Sozialbereich den größten Anteil des „Sparpakets“ schultern. Armutsgefährdete, Hartz IV-Bezieher und Niedrigverdiener, die Verlierer der vergangenen Wirtschaftsentwicklung und der aktuellen Krise, werden durch das „Sparpaket“ noch ärmer gemacht. Dies ist doppelt fatal. Zum einem für die Familien, die von Transferzahlungen in Teilen oder auch gänzlich leben müssen. Zum anderen verliert auch die regionale Wirtschaft. Familien am unteren Ende der Einkommensskala sparen nicht, sie benötigen ihre gesamten Einnahmen für ihren Lebensunterhalt. Mit anderen Worten, das, was sie einnehmen, geben sie auch aus. Die Kanzlerin muss Ost-Kürzungen zurücknehmen

Zur Veröffentlichung des "Atlas der Sozialkürzungen 2011 bis 2014" des Paritätischen Gesamtverbandes erklärt die Vorsitzende der Partei DIE LINKE, Gesine Lötzsch:

Der Atlas der Sozialkürzungen 2011 bis 2014 des Paritätischen Gesamtverbandes zeigt deutlich, dass das Kürzungspaket der Bundesregierung die Menschen in Ostdeutschland besonders harten treffen wird. Der Atlas weist z.B. Kürzungen für den bayerischen Kreis Eichstädt von 8,36 Euro pro Einwohner im Jahresdurchschnitt aus. Der Kreis Randow in Mecklenburg-Vorpommern muss dagegen mit Kürzungen von etwa 107 Euro je Einwohner im Jahresdurchschnitt rechnen. DIE LINKE fordert die Kanzlerin auf, als einziges Kabinettsmitglied aus Ostdeutschland, das Kürzungspaket zu ändern und die Sozialkürzungen zurückzunehmen. Das wäre nicht nur gut für den Osten, sondern für ganz Deutschland.

Dazu gehört, dass die jährliche Anpassung verfassungswidrig an die Entwicklung der gesetzlichen Renten gekoppelt war. Der DGB fordert, dass sich die Anpassung nach der Preisentwicklung der regelsatzrelevanten Güter richten muss. Erwägungen zum Lohnabstand dürfen nach dem Urteil des Bundesverfassungsgerichts vom 9. Februar 2010 keine maßgebende Rolle mehr spielen. Ringen um das Existenzminimum

„Die konträren politischen Reaktionen auf das Urteil des Bundesverfassungsgerichts vom 9. Februar 2010, wonach die bisherige Ermittlung der Kinder- und Erwachsenenregelsätze mit dem Grundrecht auf ein menschenwürdiges Existenzminimum nicht vereinbar ist, haben es deutlich gemacht: Die Politik und letztlich die Bevölkerung ist tief gespalten in der Frage, wie viel Geld man in Deutschland zu einem menschenwürdigen Leben und einem Mindestmaß an soziokultureller Teilhabe benötigt. Allein die Vorstellungen über die Höhe eines Regelsatzes für Alleinstehende variieren im Moment zwischen 132 e und 500 e pro Monat. Ebenfalls umstritten ist, wie viel Geld Familien – insbesondere Kinder – benötigen, außerdem die Höhe der notwendigen Unterkunftskosten, und ob es überhaupt nur bei gleichzeitiger Ableistung eines öffentlichen Arbeitsdienstes gezahlt werden soll. Existenzminimum darf nicht vom Gutdünken der Wirtschaft abhängen

Zu den Überlegungen des Deutschen Städte- und Gemeindebundes, in das geplante Chipkarten-System zur Förderung von "Hartz-IV-Kindern" die lokale Wirtschaft und Sponsoren einzubinden, erklärt die stellvertretende Parteivorsitzende der LINKEN, Katja Kipping:

Das Bundesverfassungsgericht hat die Bundesregierung beauftragt, bei der Neuberechnung der Regelsätze, sicherzustellen, dass jedes Kind und jeder Erwachsen ein menschenwürdiges Existenzminimum bekommt. In der Debatte der letzten Wochen ist zu beobachten, wie dieser verfassungsrechtliche Auftrag Schritt für Schritt in der Öffentlichkeit heruntergehandelt wird. Zuerst wurde die Neuberechnung der Regelsätze für Erwachsene ausgeblendet, dann die Leistung für Kinder allein auf Sachleistung reduziert. Nun soll die Ausgestaltung der Chipkarte mittels privater Sponsoren aufgewertet werden. Doch die Garantie des Existenzminimums darf nicht vom Gutdünken der Wirtschaft abhängen. Eine solche Regelung hätte zudem zur Folge, dass Kinder in ärmeren Regionen, in denen finanzkräftige Sponsoren kaum vorhanden sind, Chipkarten mit deutlich geringerem Angebot bekämen als Kinder in reichen Gegenden. Wenn es um das verfassungsrechtlich gebotene Existenzminimum geht, darf ein Kind in Zittau nicht schlechter gestellt sein, als ein Kind in München. DIE LINKE setzt sich deswegen für eine Kindergrundsicherung in Höhe von 420 Euro ein.

They told us we were doing badly in Afghanistan, which, duh. … Secrecy for the sake of secrecy is what got us here, from way back in the halcyon days of the invasion of Iraq. Remember when you weren’t supposed to call it an ‘invasion’ …? Obama ain’t Bush, but he apparently is equally fanatical about stopping leaks in his White House. … Well, good luck on that one. He should be grateful for something like WikiLeaks, which at least took the time to redact certain documents that might put American soldiers in harm’s way...

The hope of the brave soldier who sent 92,000 secret U.S. documents to Wikileaks was that their disclosure would prompt public revulsion and increasing political pressure on Obama to seek with all speed a diplomatic conclusion to this war. … Wikileaks’ founder, Julian Assange, skillfully arranged simultaneous publication of the secret material in the New York Times, the Guardian and Der Spiegel. The story broke on the eve of a war-funding vote in the U.S. Congress. Thirty-six hours after the stories hit the news stands, the U.S. House of Representatives last Tuesday evening voted Aye to a bill already passed by the Senate that funds a $33 billion, 30,000-troop escalation in Afghanistan. The vote was 308 to 114. To be sure, more US Reps voted against escalation than a year ago when the Noes totted up to only 35. That’s a crumb of comfort, but the cruel truth is that in 24 hours the White House and Pentagon, with the help of licensed members of the Commentariat and papers like the Washington Post, had finessed the salvoes from Wikileaks...

The reaction to the Wikileaks exposure of US war crimes — and Afghan corruption — has been quite interesting: the President responded by averring that there’s nothing new here, that ‘the fact is these documents do not reveal any issues that have not already informed our public debate on Afghanistan,’ but the facts are quite different, as anyone who peruses even a small sampling of the documents – such as is offered by the Guardian via a convenient interactive map — can readily ascertain. After all, the public debate was certainly not informed of the existence of ‘Task Force 373,’ an American assassination squad that roams the Afghan countryside wreaking murder and mayhem at Washington’s direction — and that killed seven children, as revealed by the Wikileaks document dump, in a strike at a supposed terrorist compound. And the public was definitely not informed that US intelligence had picked up evidence of Osama bin Laden’s personal participation in a series of meetings on the Afghan-Pakistan border as late as 2006, as revealed in the documents. Certainly the public debate could have been better informed if Leon Panetta’s interlocutor could have asked him about that when the CIA director, in a recent televised interview, denied having received any new information as to bin Laden’s whereabouts ‘in years’...

Vermeintlicher Aufschwung beruht auf unsicherer und schlecht bezahlter Arbeit

Zur Situation auf dem deutschen Arbeitsmarkt im Monat Juli erklärt die Bundesgeschäftsführerin der Partei DIE LINKE, Caren Lay:

Die aktuelle Situation auf dem Arbeitsmarkt lässt sich mit drei Worten zusammenfassen: Kurzarbeit, Leiharbeit, Zeitarbeit. DIE LINKE hat auch in diesem Monat nachgerechnet: die tatsächliche Arbeitslosigkeit liegt bei 4,328 Millionen Menschen ohne Arbeit. Nur durch statistische Tricks kommt die Bundesagentur auf die offizielle Zahl von 3,191 Millionen. Ein tatsächlicher Aufschwung ist nicht in Sicht. Arbeitnehmerinnen und Arbeitnehmer werden immer stärker in befristete, unsichere und schlecht bezahlte Jobs gedrängt. Mehr als ein Drittel der offen gemeldeten Stellen sind Leiharbeitsplätze. Leih- und Zeitarbeitsverträge halten Menschen in unsicheren Arbeitsverhältnissen und befördern die Lohnspirale nach unten. Damit bezahlen Arbeitnehmerinnen und Arbeitnehmer die Zeche für die Krise. Kurzarbeit ist die einzige arbeitsmarktpolitische Maßnahme der Bundesregierung. Was als Instrument zur Jobsicherung in der Krise gedacht war, hat sich immer deutlicher als Sparbüchse für viele Unternehmen entpuppt. DIE LINKE fordert einen flächendeckenden gesetzlichen Mindestlohn, der Nachfrage und somit Arbeit schafft. Statt ihren Haushalt zu kürzen, muss Ministerin von der Leyen arbeitsmarktpolitische Maßnahmen schaffen, die Menschen in existenzsichernde, sozialversicherungspflichtige Vollzeitarbeit bringen. Leih- und Zeitarbeit darf nicht weiter zum Niedriglohnbereich verkommen – dort Beschäftigte müssen der Stammbelegschaft an Bezahlung gleichgestellt sein.
